I would imagine it's an economic decision, rather than a creative one - so many good stories still to be told, but paying for the licence, quite a big cast and sales that can't be as big as the main Who range probably mean it's not a particularly profitable line.

If he is, we need to have serious words with him about the missing possessive apostrophe.
