I’m regularly annoyed that I can’t read the peer review reports for published papers. Does anyone know the current state of the debate on this? Are there still good reasons not to openly publish reviewer reports?

I would not have thought of it as disagreeableness and disinhibition but as courage. Courage to look yourself in the mirror, courage to not play the game, and courage to push the system to change. This will be called disagreeable only by those powerful and “well-adjusted”.
