During those decades, Conservatives think tanks thought through how they wanted to dismantle it. There's no concomitant apparatus among Democrats.

Abolishing the Dept of Ed was a multi-decade project of the Right and it took a fascist regime to finally start to do it.

Dem elites and politicians have no such investment in dismantling ICE and we can see that in real time. There's also no movement of its voters threatening them on the matter.
