The most important element of any Russia-Ukraine peace deal would be security guarantees for Ukraine that will prevent Putin from restarting the war once he restocks his arsenal. Any talk of territorial adjustments is premature until the security guarantees are negotiated.
In the future, could congress pass a law to create an independent agency (similar to the CFPB) which is not under the control of the executive branch, i.e. the board of directors would be chosen by congress?
