It's correct that if a ring main is broken then the current capacity drops to 16A. However an insulation test can be carried out between the two cables on the load side of the MCB. I understand that electricity regs have since been updated.

Not really. Ring mains are designed to handle 32A but a single plug is designed for 13A, which is sufficient for a single appliance. The fuse prevents overloads.
