My view has been that the police don't have enough people to get through all the work. Same goes for the CPS. I've had clients waiting years for very straightforward charging decisions & they get away with it as there's no time limit on serious cases. I don't think it's just not taking it seriously.

The first paragraph of that is exactly how a lot of motoring offences are dealt with. Surprisingly common to get into a fight over a procedural issue about the timing of charges #theyshouldhaveaskedamotoringlawyer
