This is the way. My GMing approach is to only call for a roll when:
a) The outcome is in doubt
b) There are real stakes
c) Both success and failure yield interesting outcomes
Every time they pick up the dice the result should really matter.

In recent years the regrettable predominance of male rulers has given women less chance to start a war. The last UK one was Thatcher in 82, but I believe Indira Gandhi and Golda Meir both started wars in the 70s. Between 1480 and 1913, female rulers were more likely to start wars than male ones.
