Yup, I thought so too when I went to replay it last year, but was very happy to find the DreamcastLive site!
(Not sure if it's cool to post a link, but yeah just search for that with "DLC")
They have just about all of the DLC for all Dreamcast games!

All three DLC files are available to get as well, thanks to Dreamcast Live;
for both PAL and US versions
(one in particular is required for 100%!)

I saw an arcade cabinet of TvC at an arcade in Seatle last year;
Legit had no idea this game existed until then
(Which i dk how it's possible I never knew about it lol)
Oh and I forgot there's a sequel to Gunstar Heroes on GBA, think it's called Gunstar SuperHeroes or something like that
Both Gunstar games are excellent little blasts of fun
