Matriculation is a ceremony at the start of your first term at Oxbridge. Basically a start of the year assembly. I have never heard anybody use "matriculant".
But the contents of the CCTV is not a "matter stated" within s115, so it's not hearsay to say what those contents are.
It's not hearsay. There is no "matter stated". It's just the officers telling the court what they saw.
It can be an abuse or the evidence can be excluded under s78 if there is no good reason why it can't just be played, but it's not hearsay.
