For iOS if you’re willing to spend money, Procreate is my favorite drawing app so far. It costs money but it’s a onetime 10 dollar fee. For animation I suggest Toonsquid. It’s also a onetime 10 dollar fee. For free alternatives Ibis paint and Flipaclip work! Although both have a subscription model
