A lot of government agencies have come and gone over the years. ICE (as well as CBP) have only existed since 2003. Before ICE, the organization that did some of what ICE is SUPPOSED to do was the Immigration and Naturalization Service (INS).

He was the primary caretaker of his son, who died last week.

The family is seeking Maher's release so he can attend his son's funeral.
