Not by default, but Riot has already implemented a system in League where every single notable player has full access to all skins (except the "you preordered the physical copy of the game in 2009" skins) on their accounts, so I have to imagine that will be the case here as well.

True to League, he's only going to be considered balanced if the majority of his matchups are 4-6 to account for how crazy he is in the hands of someone talented and dedicated.

Worked. Champion prices in League are now entirely based on "how appropriate do we think they are for new players?" If they're new player friendly, they're cheap. If they're complicated and potentially offputting, they're expensive.

Most of League's balance patches are small number tweaks that explicitly intend to drop or bump winrates by .5 to 1% based on extremely well-tested and hard to tell levers (base health, base resistances, etc.)

And his blowpipe + backpack. He will definitely be small, but not THAT small. I can imagine only very tall characters' standing attacks with particularly tall hurtboxes will whiff on him, and only when he's on the ground.

They're probably scared of accruing the level of technical debt that they STILL haven't caught up with from the release schedule of 2011 to 2015 League. With an extremely fast release schedule, every "whoopsie daisy this release is fundamentally broken and needs a rework" becomes its own hell.
