Off the top of my head, create a list of associations between specific zoning codes and the strings you are using them step through your data and sort it using that list in a nice loop. Much easier to modify and debug

In my town the big ticket item activating local liberal/left leaning activists in municipal government is housing and urban planning policy. It actually gets a lot of engagement from normal folks anecdotally. 'Here is the plan to get the rent lower' actually does resonate for a lot of people
