Is the same as saying,

“We are content doing the absolute minimum (that existed in 1980 when the school was built) and consider that to fulfil all of our moral and ethical obligations to protect children.”

Sending kids into poorly ventilated schools and acting shocked when they get sick is like tossing them in a pool and being surprised they’re wet.
