3 is very good too, but feels a bit to modern for what you might be targeting

I know everyone’s saying 3, but when I imagine 80‘s and 90‘s cartoons, one of the first things I think of are the villains. I can’t imagine tmnt without Shredder. I think the big bad has to be included as arguably the most impactful characters in that era of cartoon, so my vote is 4.
