I also think demanding estimates is part of Cargo Cult management: other industries use them, so we should too. On my current project, senior management decided the delivery date and functionality (enshrined in a contract) before technical people were involved. I was still asked for estimates!

They live across the country and dominate half or nearly half our states. Among "active voters", his approval remains well over 40% even now.
