Wut? We state there was lobbying. We also mention it was mostly skeptical. We argue it would be facile *to suggest country positions were determined* by that. You disagree? *Also* we don't say scientific research wd be "useless". We argue assuming this would clear up int. disagreement is foolish.

But the premise is that governance (of deployment) should come first because a) it is needed and widely agreed on, 2) the evidence suggests governed research likely won't come at all without it.
