Current EU leaders' discussions on bolstering defense spending summarised in a photo: while citizens in the North answer the EU should focus on defense and security to foster its position in the world, citizens in the South prefer a focus on competitiveness, economy and industry.

"The level of democracy enjoyed by the average global person in 2024 is at levels last registered in 1985."

Liberal democracy is now the least common regime type, hosting less than 12% of the world’s population.

Meanwhile, autocracies are becoming more autocratic and democracies less democratic.

Promising new article by Carlos Closa & Gisela Hernández on the @consilium.europa.eu’s inaction regarding #ruleoflaw threats/violations & structural/semi-structural/circumstantial factors which may explain EU Council's "appeasement" of autocratic-minded national authorities

Ideology alone lacks sufficient explanatory power, it is particularly significant in accounting for extreme anti-enforcement responses. Arguably, this validates the tendency in the literature to approach the issue as state preferences rather than government preferences.

Early accession, high democratic quality and being a net contributor to the EU budget is the most reliable set of conditions for explaining pro-enforcement preferences. Governments of newer MS that are net recipients of funds tend to be more hesitant about enforcing the RoL.

Our findings show that preferences often remain stable, even when governments change. Thus, structural and semi-structural factors predict governments’ preferences on RoL enforcement better than ideological ones.

"The Economist Democracy Index features prominently in the media, which often cover major changes in regime type, and is widely consulted by the general public. But it is made by a private media company, which suggests that diffusion and agenda-setting are its main purpose".

Interesting example on how the selection of indicators matter for analyses.

Political science scholars do not often use the Democracy Index, see here: tinyurl.com/3d2rz2kh

Instead, most often we rely on the V-DEM, although it also notes a certain decline in Spain's score.

ECA's report on enforcing EU law is now available. It notes Commission's preference for a dialogue-based approach to non-compliance, the need for enhancing the management of the infringement procedures and recommends sanctions with a stronger deterrent effect.
