Drawing on case studies of Indonesia, Vietnam, & the Philippines, the paper proposes a framework that examines interoperability along a spectrum of ‘degrees’ – deconflicted, compatible, and integrated – & across multiple ‘dimensions’ encompassing technical, procedural, human, & information aspects.

Recognising that the term ‘interoperability’ is often used loosely, this paper refocuses on a more precise definition: the ability to operate effectively together across mission sets agreed to at the political level.
