Peter presented early insights from a joint US-Australia research project exploring how shifts in American strategy within the Indian Ocean affect Australia.

Drawing on case studies of Indonesia, Vietnam, & the Philippines, the paper proposes a framework that examines interoperability along a spectrum of ‘degrees’ – deconflicted, compatible, and integrated – & across multiple ‘dimensions’ encompassing technical, procedural, human, & information aspects.
