That's the whole problem: who's going to arrest him? DOJ is now compromised, so they're not going to indict, Congress is in Trump's pocket, so they're not going to act. Bringing criminal charges is nearly impossible under these circumstances, but CIVIL action can be taken, and some are doing that.
