Different countries have different laws. It’ll all depend on where the employee lives, not US law.

I can’t see a scenario where an on the spot writer (like the one they have in Kyiv) would not be allowed to expense an airplane ticket home. This looks like it’s purely for people who already live where they are working.

That’s not what this says. This says that this $ is for contractors and local reporters/editors/help/guides, etc. who are not in the WaPo guild, that are working full time, that either aren’t getting or are getting a very small severance package, compared to their good counterparts.

(I think) What that means is they are still employed for the next 60 days (salary, benefits, etc.), but have been told to stay home and do no work during that time.
