Here we are over 50 years after US Constitution Amendment 28 began its ascent into law, and it remains undone.

I've definitely hit the age of leave the overclocking to the younger folks, at the same time - water cooling is still nice. Begs the question, can modern fans really keep up as well as water cooling? Is water cooling still necessary, or is it just nice to have?
