Absolutely. Vavilov was one of the greatest scientists of the time and Lysenko was his student at one point. I can't judge intent at this point, but my guess is that there was some political expedience in Lysenko's decisions.

Hard to say. Glyphosate is a foliar herbicide with poor root uptake. If applied to the leaves it would certainly kill a houseplant. But applied to the roots-- not at label concentration. At high concentration it does work via roots, but you have to give them a good dose.
