The same way my husband’s employer did for β€œguaranteed retiree benefits”. Stop providing insurance; offer a reimbursement fund for personal purchase of insurance,etc; claim it will be adjusted for inflation. Make no adjustments for 18 years (& counting). Benefit ran out in September then, now May.

A fundamentally flawed concept of what it is to be a government manager. You’re supposed to have a set of cards that allow winning for contingencies you caused and you’re supposed to be transparent with the affected card players. I had to do better than this as a GS 14 manager.

The original Dem demands were:
1) Permanent ACA subsidies
2) Medicaid funding restored
3) No more blank checks for the regime (rescission)

They dropped Medicaid immediately. Went silent on rescission. Cut back to 1 year of subsidies on Friday. And surrendered today.
