My understanding from partners I know is that it's very purposeful and based on data. It avoids waste and whatnot but unfortunately makes it very localized to what that area likes. The pastrami today was good, but the matzo was better. The simplest foods are inherently the easiest to mess up imo; and a good matzo always fixes what ails you.
