The distinctive white building resembles a flying saucer that has landed on its four legs (just as Crypto's UFO in "Destroy All Humans!"). Lot of ideas were totally scrapped in the final release of Destroy All Humans! (2005). Here's an example with this concept art for a welcoming billboard in Bay City, later renamed Santa Modesta, was never used in the game.
The "Bay City" name was later reused for the sequel π½
