Are you using Linux? I had similar issues on Linux with integrated Intel graphics on my laptop. Either way there should be chrome flags you can set so it doesn't get deprioritized when you tab out. That worked for me, but it's not a guarantee.

It's because people are fundamentally bad at reading people's behavior. There's a lot of overlap in different behaviors' presentations and the reasoning behind someone's behavior can be quite opaque. People also aren't charitable so they assume the worst of you. It's bad in person worse online.
