SCOTUS in Nordlinger v. Hahn (1992) all but conceded that Prop 13 and similar “Welcome, Stranger!” acquisition-cost based schemes were wildly inequitable - but concluded they didn’t quite raise to the level of being an Equal Protection violation. (But read the biting dissent) #ksleg

This. Property taxes are like a tied off balloon. Squeeze one side, the burden shifts and the other side gets bigger. Locals need $x to fund services, so higher property taxes simply get shifted on to all non tax exempt or advantaged properties. #ksleg

Property tax mill levies would certainly go up. As values are artificially suppressed below fair market, local units setting budgets would be forced to raise mill rates to get same amount of money they would have under current system.

Yes. Valuation caps create huge real estate market distortions and generational inequities - basically over time setting up a landed aristocracy like Prop 13 in California.
