i feel like theres a chunk of people at my school who spend time wanting to make like “anime music” or “japanese vgm” only to utterly fail at the first hurdle (being able to write a memorable melody (NOT a theme/motif)) and part of me wonders if its an education or an upbringing thing

It's something that has puzzled me too. I chalked it up to a difference in how they listen, which in turn affects how they learn, but that is just what I grasp from it. I guess when 90% of the rest of the media you consume is motif-centric, it's hard to internalize more overt melodic writing?
