This President is lawless, so it's always possible he tries anyways. If he does, that effort would be tied up in the courts for months. The lower courts in DC would block his efforts because they actually care about the rule of law

The fact that the federal government can install this statue without DC's consent highlights the problem with having the National Park Service control so much of our land. NPS often does not listen to residents; we should do what we can to get much of that land back under DC control
