The gap between UK government law makers and the laws they endlessly create complicate and tinker with and the civil and private services having to enforce and implement them is becoming so wide that ever more civilians will get away with crimes by simply slipping through the gaps undetected.

This is a v good point.

In my experience, the UK government is quite fond of banning / prohibiting things without making credible enforcement plans.
The result is often more sludge for those who follow the rules, and little effect on those who don't
