Republican legislators kept up the veneer of "fiscal responsibility" as Trump signed into law the spikes in the national debt in his first term.

Then everybody saw- Trump didn't face a penalty from his base.

One of the hallmarks of Trump's first administration is the appropriations bills were largely passed with *Democratic* support, with Dems wanting to keep the government open and Republicans balking at the pandemic relief spending, etc.

I guess it's the pardon power even if it's a commutation? I'm not sure. Well ok makes sense. Stockman as commutation seems right from Wikipedia because he was still subject to some obligations, versus a pardon which I think is always full.
