When you don't understand a machine well enough, you shouldn't start carelessly pulling out wires & gears. The machine can become dangerous to the operator, increasingly expensive to fix or be rendered completely irreparable. They don't understand government well enough to fix anything.

Wire guidance for munitions has been in use in some form since 1945. Before fiber optic, thin copper wire was used to guide ATGMs and torpedoes. Fiber optic drones can't be jammed nor do they transmit any signal back to the operator so they're harder to detect. It's not dumb at all.

The distillation towers are targeted which are very expensive, very complex, custom made, very difficult to repair.
