In your example, Colorado has no interest in elections in private organizations, only elections to public office. And the qualifications are usually not particularly onerous, and thus go unnoticed. So far as I know, Federal elected office has an age-test and a don't-overthrow-the-government-test

I'm a bit out of my lane, but I believe most states treat primaries largely as largely private party concerns, but Colorado appears to treat them as a partially privatized point in the process to elect officials to public office. There may be other states that have a similar approach.

My understanding is that its a quirk of Colorado law. Unlike most states, Colorado requires all candidates be qualified for the office they seek. Normally that merely would prevent, say, a 28 year old from running in a Colorado Presidential primary.
