I can't see any reason except administrative convenience for setting the bar so low. As
HMRC has no difficulty working out my tax liability from both state and occupational pension, why can't they pay me the WFP and adjust my tax code to claw it back? Then it could reach everyone who needs it.

Sad that the Budget will create some losers. Labour should be brave and tackle the ultra rich, who could lose millions and hardly notice.
