If I tell you the max payment to get gas is $100, you can give me $1 and get gas. You'll never pay over a $100.
If I tell you the min to get gas is $100 then you have to pay the min to get gas.
Again, it's the MW not being raised over decades to stay in line with the COL.
The idea was to say, "You can't pay less than X." bc when it was created the minimum wage was livable.
But if you don't raise the MW as prices and the COL go up, it's no longer a livable wage.
Has nothing to do with being labeled as "poor".
If you max it then they don't have to pay it.
