Emissions were declining, the LULUCF removals were strong, the plan was looking good, but then LULUCF collapsed.
Net GHG emissions have actually risen over the last decade!

And we have the knowledge and technology to do better (e.g. continuous cover mentioned by OP). /2

As you wrote elsewhere, it is basically agriculture. But we should not treat actual forests as plantations. And we do need biodiverse, old-growth forests as well! /1
