TOP-LEFT (A): all combat action selection is in a horizontal row at the bottom of the screen with another horizontal row sitting on top of it that displays information for the highlighted action. The combat actions are all separated by a vertical line and have a line of text above their rows: the first section (the deck) has the current number of cards left in the deck, the next says "HAND", the next "BASIC", and the last says "LIMIT". TOP-RIGHT (B): the horizontal row that displays information for the highlighted action is on the bottom of the screen with the horizontal row of combat actions sitting on top of it. All information in both rows is displayed the same as option A, the two rows are just reversed. BOTTOM-LEFT (C): is just like option B, but the combat actions are now hidden with new menu options that read HAND, BASIC, and LIMIT. Selecting these options would reveal the actions that fall under that option. BOTTOM-RIGHT (D): makes the most out of the space, but the combat actions and highlited action info are now in two columns with the combat actions on the left side and the info for the highlighted action on the right. The combat actions are now split into their own sections between two rows with text above each section. The top row has the view deck button with the word "DECK" above it and the hand section with the word "HAND" above it. The bottom row has basic actions with the word "BASIC" above it followed by the limit section that has the word "LIMIT" above it.
I've been toying with combat menu layouts the last couple of days to make the deck system less confusing.

C. Having everything sectioned off makes more sense for my brain. All categories are at the top, actions on the left, and what they do on the right. Looks the cleanest to me.
