I heard it was the incompetence of the Executive Director not listening to Publications staff saying to hire more staff.

For my part, I've stopped reviewing for for-profit journals. I have more important things to do with my valuable time than give it away to a corporation who takes money from the scientific community and gives it to their shareholders.I have a form letter I send back saying why I am declining, too.

I would also say the huge delays in time to manuscript qualification has hurt submissions, as well.
