This definitely ICE related airplane is still circling Chicago and theres a Cook County Sheriff helicopter in a similar operating area so there may be something happening on the ground. Watch out near the are of I-57 & I-94 interchange.

Actually looking at the flight path, it might be a DHS or DOJ airplane (there are a few in the general region: N412G, N3538R, and N412G)

Or also likely is its a rented Cessna which is a common obfuscation tactic.
