Hm. Well, since 'frappuccino' is specifically branded to Starbucks I doubt you'll see it on a menu. You can ask around for frappes, though, or an iced/frozen latte with caramel syrup and vegan whipped cream. But, of course, they'd need vegan whipped cream. Never hurts to ask.

Coffee shops can sell hot chocolates, esp. bakery coffee shops because they use the baking chocolate to make the hot chocolates. You can ask for a milk alternative. to DIY, buy semi-sweet baking chips, melt them, then add to 'milk', bring to a simmer while stirring. It's like 1/8 cup to 8 oz ratio
