You’re making a few assumptions here. He was on deployment in the region, with Croatia being an unsurprising destination in context. Young soldiers getting drunk and adding another tattoo together is typical behavior. Stupid stuff, but no indication that he was seeking it out at the time.

I think that the next step in the civil resistance campaign to Trump should be inflicting punishment on elites and institutions who cave. They need to understand that there are costs to compliance

Everybody understands that everyone is furious right now. The problem is that almost nobody has any way to express that anger except by supporting non-establishment dems purely out of spite. That's why I don't think anything that has happened so far will stop him.

Absolutely right. Though the salute is so much worse because nobody can say they wouldn’t recognize it as Nazi. It’s there with the swastika. The skull tattoo is a bit more obscure.
