If they're largely or primarily about asking or blaming the federal government for things, how much is really being accomplished?
Which is basically understandable.
If you lock ten premiers in a room and ask them to find agreement on something, the easiest things for them to agree about will be demands or complaints about the federal government.
One of the stronger arguments for regularized first ministers' meetings (meetings that include the prime minister) is that these "council of the federation" meetings (which only include premiers) just become focused on things the premiers want the federal government to do.

I didn't reference it, but I think you could add to the discussion the latest numbers from Environics showing a big jump in how many Canadians think the federal and provincial governments are working well together.
