for one thing, narco gangs are activelytrying to hide what they’re doing (even using submarines) and Columbia and Venezuela are heavily forested and mountainous in places.

I imagine there’s also hundreds or thousands of boats in the Caribbean.

Hard to see how Trump & Co, (or anybody else) could determine what’s on those boats.
It’s not like spy satellites, drones, reconnaissance aircraft , or any other ISR platform could follow the drugs from the field through processing to the boats.
