Broadly, research on this says that open source & closed source are about equal in terms of vulnerabilities, and open source tends to get fixed faster.

I expect Harvard to win on 1A grounds and restore existing Federal grants for a short term win. But no one is talking about how to deal with the feds simply not awarding *new* grants to institutions on the unwritten (or very carefully worded) basis of ideological differences - a scale of 5-10yrs.
