I agree with the sentiment but the number is exaggerated, there have been just over 80 (I've seen some conflicting reports) which is a very high number that doesn't need to be exaggerated to make this point

I haven't played the game so I don't know which graphic settings matter the most, but generally if there's an overall option, turn that one down and if there's not, go for shadows first, and generally don't touch textures because they are not going to help performance
