In my experience: Nobody asks about your qualifications for the COVID vaccine

CVS & Walgreens have a "Do you have a condition that puts you at high risk for severe outcomes from COVID-19 virus? Yes/No" button when signing up for a vax. In person when getting the shot, it wasn't even mentioned.

Things you could do:
-NSJP has called for a day of action 3/11; hold a rally or protest.
-send senior faculty to meet with admin and demand guarantees they wonโ€™t coordinate with ICE or admin
-have all campus unions demand admin non-cooperation or compliance with Trump agenda

It sure would be nice to see more effort focussed on resistance rather than compliance from our leaders. Calling on those in a position of power to show some courage.

Make them tell you, specifically, what you're not allowed to do. Don't make changes you guess that they want. Don't offer them a menu of things that you infer they might be telling you not to do. Do the work you proposed, and received funding to do, unless instructed otherwise in specific detail.
