yeah, that's about right! and the last time we got beast units (not counting feh) was fates, iirc 🤔 with the wolfskins (keaton + velouria) and kitsune (kaden + selkie). after that they've just been... gone... and while fe3h (& i think engage idk) does have dragons, they aren't playable AS dragons 😔
