Arthur is an Adirondack 46er with international mountaineering experience. He credits his grandfather, who served as a NYS Forest Ranger, with instilling in him a strong sense of balance for sustainable development and environmental conservation.

Arthur studied Environmental and Zoning Law at Syracuse University and worked on the Village of Lake Placidβs Comprehensive Plan during the 1990s. He was appointed to the APA board in 2006 and chairs the Enforcement and Legal Affairs committees.
