I mean sure tapping two creatures for mana would be more explosive so people want a ruling that does not allow that

but in the physical game
two creatures are being tapped for mana
claiming one is a cost and the other is not is untrue

I'd check with the judges
tapping the untaped creatures is in before the colon
meaning it's part of the activation cost
